Summary

A September 9, 2025 hearing of the House Oversight Task Force on the Declassification of Federal Secrets, chaired by Rep. Anna Paulina Luna, took sworn testimony from five witnesses on UAP transparency and whistleblower protection: Air Force veteran Jeffrey Nuccetelli (2003-2005 Vandenberg AFB incursions), active-duty Navy Senior Chief Alexander Wiggins (a February 2023 multi-sensor 'tic-tac' encounter off Southern California), investigative reporter George Knapp (FOIA-derived US documents and Russian Ministry of Defense documents on a Soviet UFO program), whistleblower Dylan Borland (a 2012 Langley AFB sighting and alleged retaliation over classified 'legacy program' knowledge), and POGO's Joe Spielberger (general whistleblower-protection policy). Members from both parties pressed the witnesses on AARO's conduct, classification practices, and a newly shown October 2024 video of a Hellfire missile apparently failing to destroy a tracked object off Yemen. The hearing mixed firsthand and secondhand testimony with institutional claims (records destruction schedules, AARO's public findings, pending legislation) and repeatedly deferred its most specific claims, about possession of non-human material and government involvement in specific incidents, to a future classified SCIF briefing. No skeptical or agency witness appeared to respond.

We publish a summary, chapters, the claims and short quotes. The transcript itself is never published.

On February 15, 2023, aboard USS Jackson off Southern California, a self-luminous tic-tac-shaped object emerged from the ocean, linked up with three similar objects, and all four then departed with high, synchronized, near-instantaneous acceleration, with no sonic boom, exhaust plume or control-surface articulation observed on the Sapphire EO/IR system; radar tracks dropped shortly after.

The four then disappeared simultaneously with a high, synchronized, near-instantaneous acceleration.

In October 1982 at a Soviet ICBM base, UFOs performed maneuvers (splitting apart and re-fusing) over a four-hour period, and near the end of the incident the missile launch-control codes activated on their own, arming the missiles, which officers could not shut down until the UFOs departed.

AARO's public statement that there is 'no scientific evidence of extraterrestrials' is technically true by AARO's own narrow definition of scientific proof (requiring travel to another planet to compare technology), but is a deliberate misrepresentation of the fuller truth, because 'we do have things.'

Bob Jacobs, a lieutenant attached to Vandenberg AFB in 1964, recorded a UFO firing a laser-like beam at and disabling a nuclear dummy warhead during a missile test; his film was confiscated the same day, and when Jacobs later reported this to AARO, AARO falsely claimed to have located the original footage and found nothing anomalous in it.

The USS Jackson encounter lasted roughly 5 to 7 minutes from radar detection to the end of the recorded video; the object was first visually observed at roughly 7 to 8 nautical miles; it rose slowly from the horizon to about 3,000-4,000 feet before accelerating to roughly Mach 1-2 to rejoin the other objects.

During the Cold War, the US and USSR/Russia reached an informal or documented understanding to report sightings of unidentified objects near sensitive nuclear sites to each other, to reduce the risk of a UAP being mistaken for an incoming missile; Reagan and Gorbachev are described as having exchanged public remarks about cooperating if threatened 'from outside.'

We did reach an agreement to try to lessen the possibility that us detecting a UFO or group of UFOs would not be mistaken for a bunch of Russian missiles.

A 1947 memo by General Nathan Twining, written after the country was overflown by dozens to hundreds of UFOs, stated the objects were 'not visionary or fictitious,' were real craft, 'not ours,' and 'outperform anything we've got.'

Look, this is not visionary or fictitious. It's real. These things are craft. They're not ours. They outperform anything we've got.

Our check Partly right, partly a well-known misquote. The real September 23, 1947 Twining memo ('AMC Opinion Concerning Flying Discs,' reproduced in the Condon Report Appendix R) does say the phenomenon 'is something real and not visionary or fictitious' -- that phrase is verbatim. But the memo does NOT say 'not ours' or that the objects 'outperform anything we've got.' It explicitly lists domestic US origin as one of three live possibilities ('the product of some high security project not known to AC/AS-2 or this Command'), alongside unproven and foreign-nuclear-propulsion possibilities, and states the US could build a similar craft 'within present U.S. knowledge... provided extensive detailed development is undertaken.' The 'not ours / outperform' framing is a popular paraphrase repeated by many UFO researchers (including, apparently, Knapp here) that is not supported by the primary text.

  • Vandenberg Red SquareAn October 14, 2003 incident in which Boeing contractors reported a massive glowing red square silently hovering over two missile-defense sites at Vandenberg AFB before drifting east and vanishing; treated by witnesses as the opening event of a 2003-2005 incursion series.
  • Tic-tac UAPA self-luminous, tic-tac-shaped object with no visible propulsion, exhaust, sonic boom or control surfaces, capable of near-instantaneous synchronized acceleration with similar objects; the shape category made famous by earlier Navy encounters.
  • Non-human intelligence (NHI)A deliberately origin-agnostic term ('placeholder word') for the intelligence behind anomalous craft, used to avoid committing to an extraterrestrial explanation specifically.
  • Special access program (SAP)A compartmentalized classification structure that restricts knowledge of a program's existence and content to a named list of read-in individuals, used (per witnesses) to keep UAP-related programs outside normal congressional oversight.
  • All-domain Anomaly Resolution Office (AARO)The Department of Defense office created to resolve UAP reports across the military services, the FAA and NASA; described by the panel as slow-walking or discrediting witness reports rather than investigating them.
  • AAWSAPThe Advanced Aerospace Weapon System Applications Program, a Defense Intelligence Agency-funded UFO study program initiated by Dr. James Lacatski; described as the largest acknowledged US government UFO program, with roughly 95% of its output still unreleased.
  • UAP legacy crash-retrieval programAn alleged ongoing, congressionally unacknowledged program (or set of programs) holding and reverse-engineering recovered craft and materials of non-human origin, referenced by multiple witnesses as something they were exposed to but cannot fully describe in open session.
  • Whistleblower retaliation (UAP context)A pattern described by multiple witnesses: clearance manipulation, blacklisting from IC employment, forged or removed employment records, and targeted fishing-style polygraph questioning aimed at those who report UAP-related information through official channels.
  • OverclassificationThe practice of classifying information beyond what genuine national-security or privacy concerns require, cited as a recurring government failure mode (e.g., the 9/11 Commission's finding) and applied by the panel to UAP records specifically.
  • Thread 3 (Soviet analysis program)The analysis arm of a larger, multi-subprogram Soviet Ministry of Defense effort to collect and study UFO reports from across the USSR military, aimed at reverse-engineering superior technology from the observations.
  • Multi-sensor corroborationThe evidentiary standard of confirming a UAP sighting across independent instruments (radar, infrared/EO camera, and direct visual observation) rather than relying on a single sensor or witness.
  • UAP Disclosure ActSenate legislation (associated with Sen. Schumer) that would compel broader declassification and disclosure of government UAP records; discussed as stripped from the NDAA in the prior year and again blocked from this year's House bill.
  • UAP Whistleblower Protection ActA bill introduced by Rep. Tim Burchett to protect federal personnel who disclose the use of taxpayer funds to investigate UFOs.
  • Trans-medium objectA UAP category describing objects that transition between mediums (e.g., ocean to air) without apparent difficulty, referenced when a member asks whether a transmedium object vanishing without sound matches any known technology.
  • Stigma-free UAP reportingA proposed institutional practice of destigmatized, protected reporting channels for service members so UAP sightings are captured and preserved without career risk.
