A panelist recommends NASA establish a permanent office to collate, archive, and act as the open, forward-facing scientific counterpart to AARO, out of concern the panel's recommendations could otherwise be implemented ad hoc and shelved like other past review panels.

I would call for and recommend a permanent office within NASA to support this activity... I've been a part of far too many panels and studies that end up sitting on the shelf - I don't want this to be one of those exercises
