What was reported
A KGB report says that from 22:10 on 28 July to 01:30 on 29 July 1989 soldiers and officers at units near Kapustin Yar, a transmission centre and a weapons storage site, watched a disc four to five metres across with a dome hover at 20 to 70 m, glow dim green, make flashes 'like electric welding' and send a beam toward the ground; the named witnesses include an ensign, a senior lieutenant and privates. The KGB passed a 124-page package of UFO reports to cosmonaut Pavel Popovich in October 1991, and the documents were published by Komsomolskaya Pravda in 2003. No radar or photographic record is mentioned.
